H.E. Colette TAQUET is the Ambassador of the Kingdom of Belgium to Singapore since 2021. Miss Taquet joined the Belgian Diplomatic Service in 1987, after attaining a degree in Political Sciences (International relations) and a specialization in International Law (Université Libre de Bruxelles-ULB-Brussels). She started her career in Strasbourg at the Council of Europe (1989-1992) and in Rome, UN institutions and Quirinale, (1992-1996) and was Deputy Head of Mission in London (1999-2003).  As an ambassador, she has represented Belgium in Cyprus (2003-2007), Lebanon (2011-2014), and Poland and Lithuania (2014-2018). Additionally, she was the Director European Treaties, Institutions, Justice and Home Affairs, in the Directorate of European Affairs – MFA in Brussels (2018-2021) before her current role.


Fabrice Brion is the CEO and founder of I-Care Group, a global leader in predictive maintenance and asset reliability solutions. Under his leadership, I-Care has grown into an innovative company with a strong presence across multiple continents, offering cutting-edge technology and expertise in condition monitoring, AI-driven predictive analytics, and industrial IoT solutions. Fabrice is passionate about leveraging technology to enhance industrial efficiency, safety, and sustainability, making him a key figure in the digital transformation of asset management. With a background in engineering, Fabrice has a strong technical foundation that informs his strategic vision for the company. He is known for his entrepreneurial spirit, and his work is driven by a commitment to continuous improvement and excellence in service to the industrial sector. His leadership has earned I-Care numerous industry recognitions and has positioned the company as a trusted partner for businesses looking to improve the reliability of their assets through advanced technological solutions.


Pieter Van Camp is the Chief Commercial Officer (CCO) at I-Care Group, where he leads the company’s commercial strategy and global business development efforts. With a deep understanding of the industrial market and a strong background in sales and customer relations, Pieter plays a crucial role in expanding I-Care’s client base and driving revenue growth through innovative asset reliability and predictive maintenance solutions. Pieter’s expertise lies in aligning advanced technological offerings such as AI-driven analytics, IoT, and condition monitoring with the specific needs of industries, ensuring that I-Care’s solutions deliver tangible value to clients. His customer-centric approach and focus on building long-term partnerships have been key to I-Care’s success in becoming a trusted global leader in asset management and maintenance technologies. Under Pieter’s leadership, the commercial team has achieved significant milestones, contributing to the company’s rapid growth and strong international presence in the industrial sector.


Christophe Semaille has over 20 years of experience in engineering, management, and business development, ranging from startups to large-scale, international, technology-driven organizations. Belgian citizen based in Singapore since 2022, he is the founder and managing director of Vertical Velocity Ventures active in international business development of technology driven ventures from Belgium. In this role, Christophe is directly in charge of I-Care Southeast-Asia, the regional subsidiary of I-Care Group based in Singapore. Christophe holds Master of Science degrees in Electromechanical Engineering and Business Management from the Université catholique de Louvain in Belgium.


Yves is Belgian and a Singapore Permanent Resident, a Naval Architect, Chartered Engineer and Fellow of IMarEST and RINA. Yves is the 121st President for IMarEST worldwide. He is the founder and director of DEEPBLUE Pte Ltd and LITTORAL Pte Ltd. Yves started his engineering and consultancy company DEEPBLUE 16 years ago. He worked on FPSO’s where he was subsea manager and project manager with Prosafe Production and Compass Energy in charge of Managing FPSO EPIC projects. Finally, Yves has several patents and is also a member of the advisory Committee of the University of Newcastle.


As Chief Operating Officer of Aderco, and in collaboration with our dedicated teams, Philippe is leading initiatives aiming to optimize fuel efficiency, enhancing operational performance, and minimizing environmental impact across all sectors we serve. By leveraging advanced technologies, continuous research and development, and strategic partnerships, Philippe strives to offer comprehensive solutions that not only meet but exceed industry standards.
With a keen understanding of the evolving regulatory landscape and market dynamics, Philippe works tirelessly to ensure that Aderco remains at the forefront of sustainable fuel management practices. Through proactive engagement with stakeholders, including customers, industry experts, and regulatory authorities, Philippe aims to shape policies and practices that promote responsible consumption and emissions reduction.


Bart Brinckman, with over 30 years of experience in the maritime industry, leads I-Care’s global Marine & Offshore operations. He focuses on optimizing maintenance strategies for marine assets, significantly enhancing operational efficiency and reducing costs. Bart excels in negotiations with OEMs, classification societies, and flag state authorities, driving advancements in marine digitalization, smart ship notations and autonomous sailing. He holds a Master’s degree in Electro-Mechanical Engineering.


Mike Watt leads Bureau Veritas Marine & Offshore’s Future Shipping Team for South East Asia & Pacific. This team is dedicated to empowering the region’s maritime industry in its transition towards new technologies and emission reductions.  They achieve this by collaborating with customers to develop bespoke solutions that address their biggest challenges in areas of decarbonisation, digitalisation, innovation, and renewable. Mike brings over 25 years of experience across various marine industry roles, including seagoing, ship construction & repair, ship management, project management, and business development. A Chartered Marine Engineer and holder of an MSc in Engineering for Marine Professionals and an MBA, Mike possesses the technical expertise and business acumen to navigate the complexities of the future maritime landscape. Mike actively contributes to the industry by volunteering as the current Chairman of the Singapore Joint Branch for the Institute of Marine Engineering, Science and Technology (IMarEST) and the Royal Institution of Naval Architects (RINA).


With 29 years in maritime, Rahul Sapra, a Master Mariner and Loss Prevention Director (Asia Pacific), has been pivotal to the club’s loss prevention team since 2013. Rahul’s extensive career spans both sea and shore roles, including Marine Superintendent and independent Marine Surveyor, where he conducted P&I condition surveys, SIRE pre-vettings, TMSA audits, and more. In his role, Rahul expertly manages the Asia-Pacific loss prevention program, ensuring operational safety while working closely with underwriting and claims teams to minimize claims. His sea experience complements his shore-based work, covering the club’s P&I portfolio in Coastal & Inland, and Offshore & Renewables sectors in Asia. A Class 1 COC and P&IQ Advanced Certificate holder, Rahul is committed to continuous improvement. He actively speaks at maritime events on behalf of the club and the Nautical Institute. Rahul is also an Associate Fellow of the Nautical Institute and has been a member of the Singapore Nautical Institute committee since its inception, working to advance seafarer standards, safety, and wellbeing.


Koen CARDON has been living and working in Asia for over 32 years and was overlooking Port Development Projects in China, Hong Kong, Singapore, Taiwan, Thailand, Vietnam and the Philippines. In 1996, Koen Cardon joined the Katoen Natie group to develop their business in South East Asia. Today, Katoen Natie Asia is a leading logistics company in Singapore, Thailand and Vietnam with a total workforce of approximately 2,000 people. He remains actively involved in some academic programs at various Business Schools and he is a regular speaker at chemical conferences to share his know-how in Asia logistics. He is also leading various innovation projects for Katoen Natie in co-operation with various organizations. Koen Cardon is a founder of the Belgium Luxembourg Chamber of Commerce (BLCC). He is appointed by the Belgium Minister of Foreign Affairs as Advisor in Economic Diplomacy to advise the Belgium Embassy representatives on Economic, Social and Foreign Trade relations for Singapore and the region. In 2020, in recognition of his contribution to business relations between Belgium and Singapore he received the Honorary Distinction, Officer of the Order of Leopold II from King of Belgians, His Majesty King Philippe. Koen Cardon calls Singapore his home.


Dinesh Balraj is a seasoned leader with an impressive 24-year tenure in Ship Management, making significant contributions to the maritime industry. Currently serving as the Senior Director, Head of Fleet Operations East at A.P. Moller-Maersk, Dinesh oversees the technical management of a formidable fleet comprising 185 container vessels. In this pivotal role, he champions safety, reliability, and energy efficiency, leveraging his diverse background spanning Chief Engineer, Classification Surveyor, Fleet Superintendent, and Fleet Manager positions. As a key member of the Fleet Management and Technology leadership team, Dinesh spearheads strategic initiatives aimed at driving cultural transformation, decarbonization efforts, and operational excellence throughout the organization. Dinesh’s academic credentials further complement his professional achievements. He holds an executive MBA from Henley Business School and a master’s degree in Maritime Studies from Nanyang Technological University.
